Problem description

Emacs can execute lisp code when opening textfiles via a "local variable"
mechanisms. This would a allow an attacker to execute lisp code as the
user opening a handcrafted textfile supplied by the attacker.
Newer versions of Emacs query the user if he wants to do that, only
Emacs in the SUSE Linux Enterprise 8 did not do this.
This is tracked by the Mitre CVE ID CVE-2003-1232.
