Problem description

This update fixes an interaction between recent strict security checks and the APC Master SNMP STONITH module to make it work again.
The core communication layer, the resource manager, and the STONITH logic have been carefully enhanced to be more robust.
Some paths to utility programs used in resource scripts have been corrected.
To aid with error diagnosis, heartbeat can now dump core under /var/lib/heartbeat/cores/.
