Problem description

dhcpcd looks for a previous configuration on startup. If it finds a previous configuration with a valid lease then dhcpcd goes into a state called INIT-REBOOT. In this state dhcpcd begins transmitting requests to use the existing configuration. The amount of time that dhcpcd will stay in INIT-REBOOT waiting for a response is configured by the z option to dhcpcd. This can be set by the DHCLIENT_REBOOT_TIMEOUT parameter in /etc/sysconfig/network/dhcp. Once the timeout period is reached dhcpcd chooses to remove the previously cached configuration, it moves into the INIT state, and begins transmitting requests for new configuration. But the RFC2131 ( bottom of page 19) states that the client MAY choose to move to BOUND state.
