Problem description

dhcpcd looks for a previous configuration on startup. If it finds a previous configuration with a valid lease then dhcpcd goes into a state called INIT-REBOOT. In this state dhcpcd begins transmitting requests to use the existing configuration. The amount of time that dhcpcd will stay in INIT-REBOOT waiting for a response is configured by the z option to dhcpcd. This can be set by the DHCLIENT_REBOOT_TIMEOUT parameter in /etc/sysconfig/network/dhcp. Once the timeout period is reached dhcpcd chooses to remove the previously cached configuration, it moves into the INIT state, and begins transmitting requests for new configuration. But the RFC2131 (http://rfc.net/rfc2131.html bottom of page 19) states that the client MAY choose to move to BOUND state.
