/usr/share/locale-langpack/when looking up the locale, deferring to the default locale's location if not found.
The patch also fixes a race condition in
_Unwind_ForcedUnwind()call and adds glibc-side support for the
*at()syscalls on the ppc architecture, which is required for LSB compliance (the syscalls are not supported in the kernel yet, though.)
