symptom

NMAS_CanDo initTransportCrypto -1460

cause

The server was never made a trustee of the W0 object in the Security container.

fix

Make the problem server a trustee of the W0 object with the default rights with READ for All Attribute Rights and BROWSE for Entry Rights.  Make sure to select Inheritable if not already checked by default.

Apply NICI 2.6.4, delete the SYS:SYSTEM\NICI\NICISDI.KEY, then RESET server.
