symptom

Error:  "Error connecting to Application Server.  Check Server Name/Address and JSL Port Number"

Unable to connect to PeopleSoft using CITESTER.EXE

CITESTER.EXE fails on Phase III with the following output:

Phase III: Attempt PeopleSoft client authentication

    Enter The Application Server Name (Leading '//' required!): //10.193.2.

    Enter The Application Server Port Number [9000]: 8100

       Please make sure you entered your authentication information correct

Re-install the PSEXTAPI by running setup.exe from {pshome}\setup\PsExtApi

The PSEXTAPI setup must be re-executed each time 'Tools is upgraded.

This issue is related to the PeopleSoft Application Server Jolt port configuration.  There is a file on the PeopleSoft Application Server called "psappsrv.cfg" that should have a group of parameters for the JOLT Listener.  One of these is the port number.  This file can be edited through the PSADMIN Tool.  If you change anything, be sure to re-cycle the Application Server.  Make sure that the Jolt port in the "psappsrv.cfg" and the port you have listed in "Authentication Context" of the PeopleSoft Driver are the same.

From the server running the Remote Loader, try to telnet to the Jolt port on the application server.  If you are able to connect, the port is listening and  you are not blocked by a firewall.  If you get a connection refused, you will want to confirm that the port you tried to connect to is indeed listening, and that a firewall is not part of the problem.
