ERROR: "Can't connect to WebDAV server at https://<server name or IP address>/My Network, Request failed: 1 Connect failed, SSL: QueryContextAttributes failed 8009031"

Submitted a defect report to engineering.

Steps for Duplication:
1) Open NetDrive and create a New Site with 'Server Type' 'WebDAV' to a Secure HTTP Site/URL (https://server name or IP address>/My Network) and optionally, if your WebDAV server requires authentication, fill in the Username and Password for authentication to the WebDAV server.
2) Test this connection. It should work properly.
3) With the NetDrive Settings for 'Proxy-HTTP', mark 'Enable Proxy Server' with 'Proxy Type' configured to 'HTTP Tunnel' (or any of the other types, supported by your proxy server for Secure HTTP proxying). Make sure the 'Proxy Server Address' and 'Port' are correct and optionally, if your proxy server requires authentication, fill in the username and password for proxy authentication.
4) Disconnect the NetDrive connection and try it again with the proxy configuration. This time you should see the error message: "Can't connect to WebDAV server at https://server name or IP address>/My Network, Request failed: 1 Connect failed, SSL: QueryContextAttributes failed 8009031"
