The Administrator Logon dialog might be hidden under the "Welcome screen" after the AutoAdminLogon feature is enabled according to Microsoft's KB Article 310584, How to Enable Automatic Logon in Windows. This is usually the case if the account the feature is enabled against has been deleted. Another reason might be that simply wrong credentials have been used. Then the following error message might appear:

The system could not log you on. Make sure your user name and domain are correct, then type your password again. Letters in passwords must be typed using the correct case.
