Error when creating user with User manager for Domains

Error occurs when trying to import a Workstation into the domain using Server Manager.

When trying to create a new user or group using User Manager for Domains the following error is displayed:

"The following error occurred creating the user username
The security database contains an internal inconsistency"

When trying to add an NDS user to the Domain using ConsoleOne, the following error message occurs:

"Unable to assign a RID for this object"

When trying to add an NDS user to the Domain using NWAdmin 32, the following error message occurs:

"RID Creating on 'domain object name' Failed, Function canceled."

cause

When creating a user, either through User Manager for Domains or NWAdmin/ConsoleOne, a connection to the server holding the master replica of the Domain object will be made. To ensure that no duplicate RIDs are created, a Semaphore will be opened on this server. In this case the errors occurred, because there was an error opening the semaphore.
The reason for this was that the server holding the master replica was an NT server running eDirectory 8.5. On the NDS Server the service "Miscellaneous NCP Handlers" (miscncp.dlm) was not started. Therefore the NDS Server running on NT did not handle the Semaphore request. In the case of eDirectory 8.6.2, the equivalent of miscncp.dlm is the "NCP Protocol Stack" (ncpengine.dlm).

fix

When creating objects or trying to add objects into the Domain, the PDC needs to be available.  Communcation problems to the PDC can cause this problem.  Rebooting the PDC may resolve the issue as well.

Start the "Miscellaneous NCP Handlers" (miscncp.dlm) manually and set the start mode to "automatic"
