Error: "Connection refused."
Hosts trying to FTP to the server receive Error: "Connection Refused"

cause
The five most likely causes of this error are (in order of likelihood):
1. Damaged SYS:\ETC\SERVICES file.
2. Damaged SYS:\ETC\INETD.CFG file.
3. Damaged SYS:\SYSTEM\INETD.NLM.
4. Server needs to be downed and restarted.
5. There is a duplicate IP address on the network.
fix
Any one of the following may fix the problem, we recommend trying them in this order:
1. Check SYS:\ETC\INETD.CFG. The file should have a line that says:
ftp stream tcp ftpserv
If this line is commented out, uncomment the line and stop and restart FTP Services. This may fix the problem.
2. a. Delete the SYS:\ETC\SERVICES file
b. Replace it with the SYS:\ETC\SAMPLES\SERVICES file.
c. Run UNISTOP.NCF and UNISTART.NCF. Note: In some cases, you must down the server and restart it.
3. Verify there is not a duplicate IP address on the network. Reconfigure the offending device.
4. a. Delete INETD.CFG, SERVICES, INETD.NLM
b. replace them with the files from the original disks.
c. Run UNISTOP.NCF and UNISTART.NCF. Note: In some cases, you must down the server and restart it.
ALSO: make sure that you are not using FTP Proxy!
