Novell Security Manager had been implemented on the system

cause

Astaro (NSM) was not able to handle the SMTP send/receive queues at their defaults of 8/16.

fix

Lower the GWIA SMTP Send/Receive thread count to 4/4 respectively.
This may work well as a permanent fix since it should not slow down the GWIA significantly.
