Password change taking place in application.

cause

The Universal Password policy was set to not allow a password change for users for a number of days.  The password change in the remote system was taking place before that number of days had elapsed.  This setting is present in the password policy (though disabled by default) to keep users from using an old password again too soon.

fix

Setting the minimum age required for a password in the Universal Password policy to 0 fixed the problem.

Another option that may have worked would to have the driver set the password in the vault (eDirectory) regardless of the password policy's restrictions.  This setting is configurable per driver and may be appropriate in some environments.
