symptom

Trying to migrate data from NetWare 4.x to NetWare 6 gives errors

Error: "Opening connection to smdr"

cause

IPX is bound to the servers in question.  Clustering relies on IP communication to be able to access and utilize the cluster resources associated with the cluster.  If IPX is used for communication from a client for whatever reason including migration with Migration Wizard, migration with Server Consolidation Utility, or simply logging into the server and accessing the cluster resource, it will not be seen as available because the cluster resource cannot have IPX bound to it.

fix

Make sure that IP is bound to the server that is being migrated from, the server that is being migrated to, and that the client workstation from with the Server Consolidation Utility is being run has an IP connection to both servers.
