Universal Password must be enabled through iManager version 2. 

If you are using the new iManager 2.x plugins for Password Management that ships as part of Identity Manager 2, please see TID #10091354 - Installing the new NMAS 2.3 Universal Password Policies and Self Service Forgotten Password enhancements   .  These plugins can and should be used for almost all situations regardless of whether IDM is implemented or not.  The new IDM plugins work in current versions of iManager (2.x) while the older methods are compatible with unsupported versions of iManager.

Proceed only if you are not able to use the new plugins.

If you simply want to enable it without enabling password policies, log into iManager 2 and select the Universal Password Configuration task under NMAS.

From there, browse to the container(s) in question and then click View to see if Universal Password is enabled or disabled.  If you do have Universal Password enabled, the screen will look something similar to the following:
