cause
Bug in Dell A08 BIOS.
fix
Flash Dell PowerEdge 1650 BIOS to latest revision. BIOS revisions can be obtained from Dell's support site.

Fix:

1. Obtain a backup of the current BIOS on the box (A08 is the one with the problem...) from support.dell.com.
2. Obtain a copy of the A10 BIOS from support.dell.com.
3. Flash the BIOS to A10.
4. This does NOT confirm that the box can be re-imaged with the A10 BIOS flashed, hence the A08 backup BIOS.
