symptom
Unable to load resource DLL C:\WinNT\System32\nls\english\PwdSyncR.dl
Password sync utility will not start.
cause
The file PwdSyncR.dll is missing.
fix
Reinstall Password Sync independent of Account Management by running the following from the WIN2000\DIRXML\ADMGMT directory:

It will prompt you to over write newer files, do not over write newer files. If you do over write newer files, please reapply the latest patch for Password Synchronization to the server.
