No.  The GWIA and MTA should be brought down manually and the the following folders can be renamed to "clear" the GWIA processes (000.PRC, DEFER, GWHOLD, GWPROB, RECEIVE, RESULT, SEND, WPCSIN, WPCSOUT).  After the folder are renamed, the agents can be relaunched and the problem file is no longer involved.
The only way to find the bad message is to go through the DEFER, SEND, RECEIVE, WPSCIN and WPCSOUT and move the messages, a few at a time, into the newly created directories.  It is typically the oldest message.  When you find a message that does not process or causes a problem then delete it.
