Copied portal.servlet.properties file from a previous install and the GUID in the file did not match that of the webaccess pco object.

fix

The System.GUID={........} line in the portalservlet.properties file has to match the bhObjectGUID for the webaccess pco object.  Use an ldap browser to look at the properties of the webaccess pco object and verify that the GUID's do match.
