cause

GWTSA.NCF
LOAD SYS:\SYSTEM\SMDR
LOAD SYS:\SYSTEM\GWTSA /HOME-GWISE:GRPWISE\ADMINPO2

We discovered the problem with this when we were working on another server that was having problems. There is an ever important slash missing from the second load statement and that is what was causing the problem.

fix

Changing the second line to "LOAD SYS:\SYSTEM\GWTSA /HOME-GWISE:\GRPWISE\ADMINPO2" fixed the problem.
