NICI CCS: FATAL Initialization error
PMLODR.NLM and POLIMGR.NLM are not loading in stage 3
Error: "PKI.NLM could not initialize cryptographic services or cryptographic services are not available. -1497"

cause
NICI is corrupt
NICI "errors" are reported if the disk driver fails to load -- NetWare will appear to be loading, the failure message will be hidden behind the new Novell splash screen, then NICI fails to load because the SYS volume is unavailable. Be sure sys is mounted, if not, fix that first before proceeding with the following.
fix
The following steps will reinstall NICI:
1. Download the latest version of NICI from http://download.novell.com The install will copy over just a few files.
2. Download NREPAIR3.EXE (or greater) from http://support.novell.com/filefinder
3. Run NREPAIR.NLM, which will delete all files in the SYS:\SYSTEM\NICI directory as well as SYS: _NETWARE\XMGRCFG.DA0.
4. Copy the a:\license\xxxxxxxx.nfk file to file SYS:\SYSTEM\NICIFK You have to make sure that file is called "NICIFK" without any extension or any "periods".
5. Down the server
6. In the C:\NWSERVER directory there should be a DOMXENG.XLM and NOVXENG.XLM. These files should match in size and date. If not, then copy DOMXENG.XLM so that it overwrites the NOVXENG.XLM. 7. Load the server. The NICIFK file should no longer be in SYS:\SYSTEM. It should have been consumed to recreate the files in the SYS:\SYSTEM\NICI directory.
If NICI errors persist bringing up the system, then the NFK license file may be corrupt. Try a different NFK file to verify. Or the NOVXENG.XLM may be corrupt, try copying that from another server.
