symptom
ERROR: "Illegal timestamps were found in this replica. You may need to run 'Repair Timestamps'"
The error is not fixed even after running the DSREPAIR option "repair time stamps" (see 1.0.36579271.2379339).
The servers reporting the errors after running DSREPAIR do not hold replicas (other than subordinate) that contain the objects with illegal time stamps.

Network time had been set to the future and then back to the present.
cause
Time stamps on External Reference objects are not reset with the DSREPAIR -a option "repair time stamps and declare a new epoch".
fix
Load DSREPAIR -XK3 and run Advanced Options | Repair local database. Save the changes and rebacklink the External Reference objects by typing at the console:
SET DSTRACE=ON
SET DSTRACE=+BLINK
SET DSTRACE=*B
Switch to the DSTRACE screen and wait for "Finished checking backlinks succeeded" The next time DSREPAIR is run it should not report illegal timestamps.
Note: It may be necessary to disable sync or lock the database on multiple servers by running DSREPAIR -XK3 simultaneously on all affected servers. Otherwise the illegal time stamps could come back from a server that has not been repaired. The -XK3 option only fixes the External References. External References can only be found on servers that do not have the real object, (i.e. do not hold a Master, Read Write or Read Only replica of the partition containing the problem object).
In most cases (assuming the value has accurate data and does not need to be rebacklined), the error generated in DSREPAIR.NLM because of the bad timestamp will not affect the end-user in anyway and the error can be ignored.
