The database facility reported error 820E on MSGXX.DB.

Error:  820E.

All users using that message database can't send mail.  

File/Lock activity showed a user with a connection to the user database.

cause

The user had the file locked.

fix

Log the user out to break the connection.  Rebooting the server might also be necessary.
