Windows 3.1 error: Error loading system.drv

Symptom

When loading windows, the workstation reported: error loading system.drv

Troubleshooting

Remmed out the netware drivers (LSL, MLID, IPXODI and VLM) and Windows loaded fine. Remmed out only vlm.exe and it still worked fine.
Tried loading vlms in conventional ( vlm /MC) expanded (vlm /MX) and extended (vlm /ME). Nothing helped.
checked config.sys. Noticed that HIMEM.SYS was loading but EMM386 was not.

Solutions

Once EMM386.SYS was loaded, Windows would fine with the VLMs
